Heb meat quality going downhill?

Im going to the montrose HEB, has anyone else had issues with HEB steak not being as good as it was a few years ago?

It seems like the bad steaks are more and more common, along with the chicken sometimes? Bought steaks on friday and the sell or freeze by date was today. They were already too far gone. Is this my fridge or a general problem?
