Heavy trash day blues

Our heavy trash pick up is the 4th Tuesday of each month, right? Tree trash is on odd months and junk is on the even months. Not knowing that they will not pick up bagged leaves and grass clippings on tree waste day left us with 20 forty gallon lawn bags full of uncompostible yard trash, thanks to the neighbors throwing actual junk and broken stuff into our yard. Fast forward to this month when we hauled all 20 bags BACK out to the curb for junk pick up. They of course never showed up. Am I missing something? Here it is Thursday and we still have a pile of leaves bagged and ready to go. Does anyone have some insight as to what the heck I’m doing wrong? Did anyone else have them skip your entire street/neighborhood? Furthermore am I supposed to register somewhere for this service?
