HCAD Exemption Action Pending status for a month?

Anyone familiar with HCAD exemption statuses? I applied for Homestead Exemption 2 months ago and my status for the past month when looking up my home on the HCAD website is "Exemption Action Pending." Is it normal to be pending for a month? I tried calling multiple times and never could speak to a representative – the phone system is either line busy, hangs up, or I hold for over an hour with no answer.
