HCAD ARB property tax protest hearing

I was schedule a ARB hearing today at 10am. I checked in at 9am and I’m the 45 in line. After waiting for almost 2 hours, I’m 28 in the line now. I feel like I have to wait for another 2-3 hours. Do you guys have the same experience? Did the HCAD intentionally set up the hearing meeting like this to avoid the protest?
