hcad appraisal >10%

hello, I bought my house from the builder in 2023, hcad appraised it for 2023 let say with 250000 (land and improvements) with homestead exemption, now when I query hcad site sometimes it shows appraisal (not market) 350000 or pending for 2024. I thought they cannot raise more than 10%, am I wrong?
