Have I supported hwy expansion each time I vote in support of metro?

Every time metro bills come up in election, I generally vote in favor. I don't use public transit personally but I like that our city has park and ride and I would like to see more public transit here.

However, all we seem to get it highway expansion. So… When I vote for metro, am I voting for expansion or do they just squander funds?
