Has anyone who has moved to Texas from out of state been able to register their vehicle by mail?

Hi all,
I recently moved to Texas and need to register my vehicle. I have valid vehicle registration for Missouri (where I moved from) until March of 2021, but obviously, I'd like to register my car here asap. However, my boyfriend is in a high-risk group, and I really don't want to go in-person to register my car. Does anyone know if new residents can register their vehicles by mail? Has anyone done this?
