Has anyone else seen these people doing this?

So I am trying to figure out if anyone else has seen these things happening in the highway.

Story: my husband was driving home going west on beltway 8 Pasadena TX. He said he saw something go between his tires. Then again he saw the same weird item being dropped. Then he saw people dropping these things out of their vehicle. It looked like a thin cord with a circular shaped ball on each end of cord.

Has anyone seen this or know anything about this?
