Has anyone been mailed a citation without being pulled over?

A cop turned his sirens on (no lights) while I was speeding. I’m guessing it was a warning. If he got my plates would I get a citation? I’ve read a lot of contradictory things online about them needing to identify the driver. Thanks in advance.

Edit: Based on the comments I was clearly overthinking it. I’ll leave this thread up in case anybody else ever googles this.
