Harris county toll wrong address

I moved to an apartment a few months ago and I’ve gotten at least a 100 letters from Harris county toll road about unpaid tolls from the previous tenant, also humble traffic violations and Louisiana tax bills among others but Harris county toll is the worst offender. Is there anything I can do to get them to stop sending them to this address? I’ve tried finding the guy on Facebook to tell him to update his address (which he probably won’t do anyways since it sounds like a lot of people are after him for money) but no luck
