Hardly any fireworks/gunfire for New Years compared to Christmas? Why so different?

I'm near Sharpstown and there was maybe less than 10% compared to last weekend. Did they mostly get used up last week? Were fireworks stands closed this week? Last night was quiet after around 1 but last week is was non-stop until after 3am. Was it different everywhere?
