Harassing neighbor. I need an attorney suggestions PLZ

The title really sums it up. I’m currently a college student, I’ve lived in southwest Houston my whole life, same townhome and everything. Almost a decade ago my neighbor moved into this neighborhood, 6 homes down, and ever since has been harassing me and my family. It started off as following my mom every night to her parked car, where he would then tell her to go back to her country and other disgusting words all because he thought we were parking in a fire lane. WE WERE NOT, it was a legal parking spot. From then on, multiple verbal death threats came in, multiple police calls from 10 year old me and still nothing. He even threatened to shoot my mom. He started following us every time we backed out of our garage and every time me came back into our gated community he would be behind us in his car just honking and staring. Last summer I put up 5 security cameras bc I had enough and immediately he started flashing lights into it (one is ring camera, another is pointed at the front door, and the other one is around my garage area. There is no invasion of privacy, no pointing at other people’s homes or windows). I called the police, still nothing. I contacted HOA and gave them all my evidence and police reports and they were able to send him a harassment notice, but still that did nothing. Back in September I was just taking walk, and he came out of his house and asked if he help me, I said no, but his dog came up to me and I pet him and then out of no where I said could you please stop harassing my family and could you tell ur wife to stop pointing her middle finger and calling us bitches every time we pass by. He became defensive and said I only have a problem with ur mom, she’s a big mouth bitch..and then he said were u the one one that sent the HOA notice and I said yes and he said he would sue me for slander LOL I said to go right ahead. Well now for a few days he’s been following my car when I back out from the garage and he even stopped in front of my garage just to stare at me. I’m tired, I’ve been dealing with this for a decade. Are there any attorneys in the Houston area that can help? I’ve call many, but they don’t seem to work with issues like mine. I would like to send a cease and desist with an attorney header as soon as possible. Please help if you can. Thank you so much.

I also want to add he doesn’t pick up his dog s**t, instead he shovels it into the dirt of our neighborhood shared lawn….more specifically the lawn portion infront of our home.
