Half of toll plaza lanes being closed is making the beltway unusable

My kid takes dance in Westchase, and getting there is apocalyptic for no good reason. Starting at about 4, the beltway backs up, and I'm pretty sure the bottleneck is in the toll plaza that's south of Memorial. There are 5 lanes closed on each side of the road. Most of those are the old cash pay, but one of the closed lanes is an EzTag reader.

Why can't they just buy more tag readers and fix the problem? Is someone aware of the mess that exists? It's making the whole damn road unusable
