Hair Salons that actually do color?

I’ve lived in Houston all my life, but struggle to find a fairly cheap hair salon that actually colors hair instead of just cutting and highlights. I’m trying to get cool, eccentric, vibrant colors without messing up my hair by doing it myself. Are there any good ones around that you guys recommend? Are there even any at all? Lol
