Gulf Fwy from Edgebrook to Baybrook Mall filled with undercover cops every mile or so on both directions

I know this is probably a dumb question but I noticed an unusual amount of undercover cop cars every so often on the side of the freeway down the stretch from about the Edgebrook exit to Baybrook Mall and even 4 parked on a concrete slab under the freeway bridge at one of the U-Turn spots. Even on my way back through that area, they were there on the other side too. I say it's unusual to me because I normally take that route every day for my commute and never saw a surplus of cops just chillin' like that as if they're speed trapping.. My Waze app was blowing me up for a while asking if the cops are still in their reported position.

Any ideas? Prepping for out of state visitors come April 8th? Looking for someone?
