Got charged with multiple tolls when my car was being towed on a flatbed, do I have to pay them?

I had to have my car towed from the woodlands to Galveston last week and got a letter in the mail saying I have a total of $16 in tolls I have to pay now. I never use the toll roads. I am hardly ever in Houston. Am I still expected to pay these even though my car wasn’t being driven? Google is not helping me out on this one lol
