Good value, safe neighborhoods close to parks and nature?

Hi! We are moving to Houston in a few weeks. We hope to find a 2 BR for roughly $1,500 or cheaper. Main preferences are being within close driving distance to parks/nature and less homelessness, if possible. Or which areas to avoid homeless? (We've had dangerous encounters with homeless people before). I'll be going to Norhill each day, so ideally something that's also within a 20 min drive from there.
