Getting followed at buffalo bayou?

The past few days I've been to buffalo bayou around 7ish to get a workout and run around the park and a few days ago a black car with a Hispanic guy pulled up to me as I was running said " you got boyfriend? " And then when I reply he said " I don't see him " and then I kept running. Next day, same car but now it's a black guy asking the same thing and replying the same way like if it was a routine.. skipped the park for a few days and today I took a new route and some guy walking a bulldog wearing jeans, dress shirt and dress shoes ( weird outfit for the park especially at 7amish) was going out of his way to be near me and pointing his camera at me. What the actual f**k is going on? At this point I'm taking a knife, pepper spray and whistle with me when I go on my walks but still, should I be on the phone with police next time these jokesters pull up? Any ideas or tips
