Gas related question

Hello all,

We have just moved in to a newly bought house and looks like there is a lock on the gas meter. Winter is already here. We are a east coast transplant and don't know much about how gas works. I have always been in the houses where it was all electric.

Can someone tell me why there is a lock on the gas supply line? and how to it unlocked and turn on the gas?
