Friendly stray dogs living under church patio – how can I help?

I'm afraid I already know the answer to this but I'm looking for advice on how to help 2 stray dogs.

I've seen them for the last 4 days while walking my own dogs – they've been living underneath a patio at a local church. I've started bringing them water and food. They are extremely friendly. I have a small apartment and can't take them in, but my heart is hurting for them.

I've notified the church, which I personally think it's their responsibility to do something. And even if not their responsibility, you're a church with endless funds/connections, SO HELP.

I've called BARC and gave the address but it honestly sounded like the guy wasn't gonna do anything.

What else can I do? The heat is unbearable. I don't want to show up one day to see them not moving and I'm scared that's what I'll see every day I get there.
