Free/low cost emergency veterinary care?

My cousins dog was attacked by a few other larger dogs a few days ago. My cousin is completely clueless as to what to do since he can’t afford care, and is too scared to go near the dog. I’ve been feeding him soft foods and dressing his wounds, but I think his shoulder is dislocated and he’s got a hole in his arm which is also every swollen, may need amputation. He smells like he’s dying, and he looks so sad and miserable.

I can’t stand to see this anymore. Something needs to be done. I love this dog, I’ll probably end up putting forth my own money but I need something I can afford. He’s still fully conscious and alive so I don’t want to put him down, but I don’t think he can go much longer with that leg. Please help.

Also I can’t seem to find consistent information on what kinds of medications/antibiotics I can give him to stop the pain and help him heal, or where to get them. Any information would be greatly appreciated.
