Foundation Repair Quote Reasonable?

I’m the process of buying a family home. It was built in 1956. To get the financing approved – they need a foundation clearance letter. Had someone take a look today and they said it needed repair. $22K for installation of 41 exterior pilings, 60 feet of tunneling, and handling of any plumbing leaks (cast iron)if needed. Is this reasonable?
