Found cell phone on the road

Hi, I found a cell phone today on the road. The day prior there was a backpack near the road too but I left it alone and today the cell phone was there. I would love to find the owner and hope she or he is okay. It’s a blue huawei phone with a foreign carrier that is not from the USA. I believe this phone belongs to someone who is perhaps visiting from another country. Any advice on how to find the owner or what I should do? The phone works but it is locked. Thanks!
