Found a homeless camp in the woods near my house, which seems to be active. Are there any actually ethical places to call and get them help?

I know Houston has a housing-first initiative to help people, by hooking them up with both an apartment and a social worker if they want it. Said program is supposedly very effective in helping people actually get back on their feet, without requiring that they first quit any substances before getting help.

Assuming this isn’t secretly a worse fate than homelessness, I can’t find the number to call for specifically that program. Or rather, a number where I know that’s what I’m calling for.

Brutal Redditors, please do not light up this thread with nastiness if I’m doing anything wrong here. I am simply wanting to help somebody in a bad situation if they want help, and this thread is literally me double-checking for good resources to do so. I know a lot of the shelters some cities force people into are absolutely terrible, etc.
