Forced service fee/tips in Resturants, is it legal?

Went to Sayad Mediterranean Kitchen yesterday, as I was paying the bill, I see 15% fee already added and gentleman kindly mentioned that service fee and tips are combined. Is it legal? Isn't consumers supposed to decide what to pay for and how much if any?
