Flower Sellers, and their small children, at Intersections

Does anyone know the story or info behind the people, often Hispanic and accompanied by infants or young children, who sell flowers at various intersections around Houston?

My gut instinct tells me it has to deal with the cartels and human trafficking, since it’s almost always the same setup and all over the city at busy intersections. I just can’t stand it that the children and infants are being used in this activity and forced to be in busy intersections and weather for hours and hours.
