Flood insurance rates?

Switching homeowners insurance and went ahead and got quotes for flood as well. Home didn’t flood during the tax day floods or Harvey, but water did get high nearby.

I’m in zone X but got quoted $1800! I know rates went up as of April but $1800 seems steep considering the zone. I know fema rates are the same across insurance companies participating in the NFIP but does anyone know a way to see if fema can lower the risk rating or if anyone else rates are this comically high?
