Fannin and Binz

Is this intersection absolutely fucked at all times of the day or only when people are driving in to the med center around 7AM? The lights going southbound on Fannin there let about 4-5 cars through and are poorly timed with the 2 subsequent, super close lights. Takes 4-5 minutes to get through the honest way. This wasn’t an issue the last time I drove this route a few months ago. Is there someone responsible for the constant but ever changing but constant headache that is light timing around midtown/downtown?
