Family scams drivers on highway to sell fake jewelry for gas

A few years ago I damn near hit this guy on the 59 to north loop west exit who was waving around damn near in traffic selling fake jewelry for gas. How many others seen or gave this guy money for jewelry? They been in many states it seems but I seen a lot of comments about them in Texas.
