Fake Constable on 59?

I was heading home to Kingwood on 59 when I noticed a police car tailing me pretty closely. Something definitely seemed off because it was an older type car (crown vic maybe), solid black, and I just don’t remember seeing a lot of cop cars like that in my area.

When I hit my turn signal to exit, he did the same thing a second later and the timing just seemed off, like I was being followed. So I ended up exiting at Kingwood Dr and getting straight back on the highway. But when he passed the car had some sort of emblem and “Constable” with no city or jurisdiction as far as I could see. Has anybody else seen a car like this? Was I just being too careful with a normal police car?

It added 2 minutes to my drive and gave me some piece of mind so I guess that alone is worth it.
