F-16s flying really low this afternoon?!

While I was at work up on the roof I saw two at 16 flying to extremely low today(12/1) they were fully loaded with ordinance. Is that normal? Is it just training? Or did something happen today? Any Air men or women can explain? Only time I saw something similar was in 2011 when after Bin laden was killed.
