Explain how Houston isn’t an East Coast city

America has two coastlines, East and West. Does Houston being on the Gulf of Mexico nullify it from being considered East Coast? Does the East Coast end at the Florida Keys? Should we call the coastline from the Florida Keys to Mexico the South Coast?
