Expensive flood insurance quote?

Hi everyone, we are about to close on a house in Houston, and the flood insurance quote we got from USAA was $3200/year (!!). I know other people in the same neighborhood are paying only $600 a year on their existing policies.

Do we have any recourse or is this just the going rate now? The USAA insurance we got a quote on was part of the FEMA NFIP program, so my understanding is that the rate is essentially fixed no matter which insurer you use.
