Events or activities for older Hispanic men, preferably closer to middle of the city?

My mom passed away about 20 years ago, and since then my dad has gotten remarried. However, he became much more reclusive after that and really only hangs out/does things with family. As he has gotten older, and the family his age has either moved away or passed away, he is at a point where he is retired with few friends. One friend has an activity but it is way out in Katy and he doesn't like driving out that far.

Does anyone have any ideas/suggestions for something where he can meet new people, preferably around his age, and preferably other Hispanic men? He is not dating or anything like that, this would be strictly for friendships. I've looked on meetup.com and really haven't found much that fits that description, plus that site seems to be much spammier than I remember.

Edit: he likes fixing cars, dominoes, light card games like canasta, cooking. He is in his 70s.
