Energy provider cancellation

Hi everyone, idk if this is the proper sub to ask this but it’s the only one I could think of. Soo my parents Energy company OSS with Direct Energy and now when they got their statement they’re getting charged a early cancellation fee. We called and they said a company requested for the service cancellation back in May 4th. Parents said they spoke with a lady at Sams Club who spoke with them about a different Energy provider, they don’t remember the company. They say that they never signed anything or verbally agreed to anything. All they did was give their address to get a quote. I’m asking is it legal for an energy provider to request your current prover to cancel your service without your consent?
