Energy and Internet Prices

Hey guys, I just m0ved to Houston. I rented an apartment for 6 months, and they are requiring me to pay for electricity before my move-in date. Also, the lease manager said, "I wouldn't recommend paying more than 11 cents per kilowatt." I just checked the rates, and almost all of them are over 11 cents, and most of their plans are not made for 6 months of rental. Same with the internet. What cheap energy and internet companies would you recommend since I am renting just for 6 months? My ZIP Code is 77042.
