Electricity Plans Are Ridiculous!

I've been an Energy Ogre customer for a while- my current plan (~9.1c/kwh) is expiring, and Energy Ogre found me a new plan for 19.7c/kwh for a 12 month fixed plan. This seems ridiculously high- is this how much plans are costing these days?

I lookedup on powertochoose.com and saw a 15c/kwh for 60 months- should I sign up for a plan for 5 years? ETF is $250. No idea if Energy Ogre actually found a good plan or they've lost their magic.
