Electrical Permit question

Hi Houston, I'm new here. As a homeowner who want to do some minor electrical work*, I'm assuming I need a permit, but it looks like I need to be a master electrician to pull one? Can someone confirm if this is the case? What can a homeowner legally do without a permit? I have asked the question of the permits office, but no reply as yet

*add a branch to an existing socket.
