Electric company and rates

Who do y'all use and how much are the rates? My son-in-law was using this plan where it's 0.06c if you use over 1000 kWh but if you use under, they hammer you at something like 0.14c and I definitely use over 1000 every month so this fits for me but he can't find this plan anymore since he got out of it (can barely hit 1000 even when they tried).

So who do y'all use? If all comes from Center Point, why not directly?
