Eleanor Tinsley Parking citation?

Has anyone who frequents Buffalo Bayou Sabine park had the issue where you pay for your parking and you still get a parking citation? Apparently the red bags mean it’s reserved but I paid in the app so I had no clue.

The parking enforcement personnel is here now and currently giving every single car parked along Allen Parkway at Tinsley a $70 citation.
