El Segundo Association? – East Downtown

We recently moved to the East Downtown/Second Ward area, and had some very satisfying and ice cold beers tonight at D&W Lounge. I saw this plaque on the wall and was curious about El Segundo Association, but couldn’t find many google results. Can anyone shed some light on this? I love our new home (and Houston in general), and want to learn as much about it as I can!
