Edwards marijuana family

Anyone else heard of this dispensary? I don’t quite understand how it works. It very much appears to be regular delta9 thc (not derived from hemp). Yet they advertise on Instagram, Promo videos, have wrapped vehicles etc.

Says it’s a fully licensed dispensary for medical marijuana. It’s not legal in TX though. Only compassionate use act with specific conditions and it’s only edibles up to 1% thc. No smokeable. So are they just brave enough and successful enough to be running more than 1 location black market?
