Downtown Rooftop Meetings? In August?!

Any one have any idea what is going on atop the 803 Fannin parking garage downtown?

People keep coming and going. They are holding what looks like phones at arms length from time to time. They put on a mask and do it. Then a hat. Then nothing on their head. Always two people doing the same steps. And there’s a person across the table with an ipad or something.

There have been people up here all day, I just know it’s way too hot.
