Downtown – Can I Park Here?

The curb is red but it's between signs that only prohibit parking during certain hours, plus the street is painted in front of the hydrant, and the painting ends where the sign is. So is the white van legally parked here if not between 7-9 AM & 4-6 PM? I've parked here often during the day (paying via app), after hours, for Astros games, and all day on Sundays with no issue, but I've had a couple folks tell me that it's illegal.
