Dog S**t Neighbors

Ok so I just bought a new town house and I was so happy to finally get a home I could call my own. A achievement I’ve been aiming for a long time. Then to come to realize I live next to a group of 3 people with 3 dogs. And they constantly leave the dogs in the back patio to s**t and piss instead of walking them and constantly curse at them. I can’t even enjoy my back porch with the putrid smell of old piss and dog s**t. What would you do in this situation? Confront them or go to the HOA ?
