Dog breeders in parking lots

I made a post the other day about French bulldog signs everywhere in the Pearland area. This is kind of an update on that. My daughter and I had to run a few errands Saturday evening and the Target parking lot was chock full of breeders. I’m guessing 5 to 6 trucks. Same across the street at the gas station. Each truck had kennels stacked two high and three wide. Puppies just jammed up inside. How in the actual f**k is this legal? It made me sick to my stomach.
