Does police ever actually do anything about noise complaints?

There is a bar down the street from my house that will periodically have loud DJs with booming bass. I live about 300 ft down the street from them and can hear it very loudly inside my house. We have tried calling the 311 line multiple times to complain, but the police have only actually showed up once, and said they can't do anything because the decibel reading at our property line was not high enough…

Does this mean the business does not suffer any consequences for disturbing the peace? It's one bar in a residential area. Only one bar, every other property is a single standing home.
