Does IAH actually have a cell phone lot? I’ve been following the signs for 15 minutes and I’m just going in circles

I feel very confused. Headed to IAH, I followed the signs for the cell phone lot, and I ended up back on the outside. Also sometimes it said stay right and I did, then the road split, and on the left fork it had a sign that said the cell phone lot to the left (but it was too late for me to switch at this point).

Is there really a cell phone lot? Or is it some kind of inside joke amongst the people at IAH?
