Does HPD still come out for non-emergencies?

I want to make a report. It’s a pretty shitty situation with a severe case of Stockholm syndrome going on.

I also don’t want to overstep my boundaries as this could cause family problems, but minors are being affected by this and that’s where I draw the line.

What are my options?
