Does HCAD know your appraisal value if you get an appraisal?

Mortgage rates are crazy low so I'm considering refinancing to a lower rate. An appraisal may be ordered as part of the refinance process. The mortgage will likely be sold to Fannie/Freddie Mac.

Would HCAD see that appraisal and adjust the property valuation accordingly? Or is it private information unless/until I tell HCAD?
